Catherine has broad experience in public finance transactions. She has served as bond counsel, issuer\u2019s counsel, underwriter\u2019s counsel, placement agent\u2019s counsel, and bank counsel in tax-exempt and taxable bond transactions for the financing of governmental buildings and infrastructure projects, economic development and redevelopment projects, school buildings, park improvements, water and sewer facilities, 501(c)(3) facilities, public-private partnerships, and affordable housing projects. She has represented cities, towns, townships, counties, redevelopment districts, school corporations, park districts, utility districts, redevelopment authorities, and other local governments in the issuance of general obligation bonds, lease revenue bonds, income tax bonds, tax increment revenue financings, economic development revenue bonds, water and sewer revenue bonds, park district bonds, bond anticipation notes, and refunding bonds. After the bond transaction has closed, Catherine counsels bond issuers on post-issuance compliance and continuing disclosure responsibilities under Securities and Exchange Commission Rule 15c2-12. In addition, she advises local governments, boards, and agencies on matters concerning economic development, tax increment, public-private partnerships, contracts, and public bidding and purchasing laws.<\/p>\n\n\n\n
Prior to becoming an attorney, Catherine worked in government finance as finance officer and deputy controller for the City of Evansville, Indiana and as city controller for the City of South Bend, Indiana. She managed budgets, debt and investments, and oversaw municipal operations including purchasing, safety and risk, human resources, employee benefits, and information technology. As South Bend city controller, she was a member of the mayor\u2019s strategic action team focusing on public policy, economic development, and municipal capital projects. Catherine also served a four year term as an elected Vanderburgh County, Indiana commissioner. While serving in these various roles she gained a deep understanding of the challenges public and private entities routinely encounter in financing various governmental and economic development projects. Catherine uses this practical knowledge to provide meaningful and strategic advice to both governmental and private clients in the negotiation and structuring of public finance transactions.<\/p>\n\n\n\n
